Glencairn Lane Action Project GLAP

Your neighbours, Glencairn Lane Action Project, GLAP, seek approval to improve Glencairn Lanes’ overall condition, security, and safety.

GLAP is a community group established by residents of Glencairn Drive, Terregles Ave, and Shields Road, who share access to Glencairn Lane. It is a group of resident volunteers who have come together to improve Glencairn Lane and ensure ongoing maintenance.

Glencairn Lane is a privately owned lane NOT adopted by Glasgow City Council. Therefore, the maintenance responsibility falls to all whose property benefits from access to Glencairn Lane.

GLAP has identified the following list as issues needing addressing in 2022:

  1. Repair the hole at the Glencairn Drive entrance (completed).
  2. General Clean Up – Remove fly-tipped waste and clear vegetation.
  3. Install gates at both ends of the lane.
  4. Replace missing drain covers.
  5. Improve lighting.

GLAP looks to undertake the above works in the order/priority listed over six months.

GLAP has secured funding from the limited Glasgow City Council’s Lane Improvement Grant Scheme to cover the cost of the above to minimise owners’ burden. GLAP needs you to sign and date a form granting GLAP permission to undertake the above works on your behalf and receive the funds. We also intend to take out Public Liability insurance for the lane.

To ensure the successful delivery of all improvements for 2022 and ongoing maintenance with an annual spring clean each year beyond 2022, GLAP is seeking additional financial support from residents to top up the grant funds. Contributions to GLAP are welcomed. The suggested amount to date has been £10 annually, however if you wish to contribute a larger figure, please feel free to do so, equally if you are unable to make a monetary contribution you are most welcome to become involved with GLAP regardless.

FAQs

Information about the council’s private lane improvement fund can be found at Glasgow City Council’s website. The funds can be used for physical improvements only and events/social activities are not permitted. Additional funds collected by residents (annual £10+) can be used for social activities and over the next few months we will be seeking your opinions on what additional improvements/activities you would like to see for our lane.

Hole in the lane/drain covers

The sinkhole in the lane has recently been inspected and repaired by the Coal Authority. Drain covers are missing in the lane which are a health and safety risk and therefore require replacement covers.

Public Liability Insurance

GLAP will arrange Public Liability Insurance (minimal cost) to ensure GLAP and the owners of the lane (all of us) are appropriately insured.

Clean Up

Much of the lane is overgrown and needs a clean-up. The council do not provide a free uplift of bulk waste anymore. We intend to organize a community clean-up of our lane and we will hire skips etc. for this activity. Donated funds by residents for future regular skip hires and tidy ups.

Gates

The lane has experienced anti-social behaviour over the years from dumping of multiple fridge freezers, fires, use of drugs, urinating/defecating and people entering our gardens and stealing furniture etc. National guidance for access lanes provides recommendations that these should be secured and lockable to provide security. The cost of removing fly tipping sits with residents. Gates would greatly assist in minimizing unwanted fly tipping and antisocial behaviour. Other private lanes have installed gates in the city and have proved successful with a safe place for children to play. A pin code lock will be used to provide services access including refuse collections, emergency services as well as gardeners, window cleaners etc. A member of GLAP is an artist/designer and has come up with a design.

Lighting

Our lighting has been condemned by the council’s street lighting department due to the wearing away of protective covering on the live wires. The power supply was previously removed however for some reason power has been restored, As our lane is privately owned and not adopted by the council they will not assist in repairing the wiring. We are proposing to have solar powered lighting installed on the existing polls.

  1. Can we discuss the specification of the lane lighting?
    Lighting which is permanently switched on through the night is very bad for wildlife, so I would like to propose that the lights be motion-sensitive during the hours of darkness.
